Our client a local Housing Authority in the Washington County area is searching for their new:

Executive Director

The Executive Director provides the leadership and management for the  Housing Authority, which would include planning, organizing, staffing, direction and control of functions of the Housing Authority; also interprets and implements policies approved by the Board of Commissioners and is responsible for the administration of all Board policies and must report directly to the Board of Commissioners.

I. ESSENTIAL TASKS OF THE POSITION

 A. Interprets implements and administers the policies of the Board of Commissioners and all federal and state housing regulations.

  1. Prepares and presents all material to be reviewed and acted upon by the Board;
  2. Acts as secretary of the Board, maintaining appropriate minutes, files and records and ensures posting of all meetings of the Board with State and local officials in accordance with applicable law;
  3. Determines appropriate course(s) of action related to adopted policies and procedures with Board approval;
  4. Approves all correspondence, notice and directives dealing with policies issued by the Board for clarity and soundness;
  5. Conforms to the requirements of any employment/agreement contract which may be in force between the Executive Director and the Board of Commissioners;
  6. Represents the agency and maintains liaison with regulatory agencies, local officials and community-based organizations, interpreting and explaining the agency’s programs, policies, services, needs and other matters of mutual interest;
  7. Attends meetings, workshops, conferences, seminars and other sessions, in order to gain firsthand knowledge of new or improved housing programs in the public and private sectors with prior Board approval;
  8. Prepares reports for internal and external use by the agency;
  9. Acts as the agency’s Public Relations Officer clearing all external statements, reviews and policies before being released to media, with prior Board approval;
  10. Acts as the agency’s Personnel Officer assuring that all personnel policies, procedures, position descriptions and general personnel practices conform with all applicable statutes;
  11. Acts as the agency’s Affirmative Action and Contract Compliance Officer;
  12. Prepares Capital Fund applications and subsequent specifications and contract bids
  13. Interviews contractors and serves as clerk of works on projects under $5,000 (or whatever the procurement policy as adopted by the Board mandates) and thereafter the architect serves as clerk or works on all projects of $5,000 or larger (or whatever the procurement policies of the Board mandates);
  14. Serves as mediator in issues involving residents, staff, property owners and contractors; and
  15. All new policies and programs to be adopted by the Housing Authority shall be subject  to Board approval

 

B. Provides for the administration, leadership and management of the agency.

  1. Prepares and presents to the Board for approval and subsequently administers and controls the conditions outlined in the Annual Contribution Contract, annual budgets and other supplemental budgets;
  2. Selects, appoints, disciplines, promotes, transfers and terminates all agency employees;
  3. Responsible for the final review and approval of all work programs;
  4. Receives bids for Board approval and executes contracts for work by others and monitors work in progress for compliance with contractual provisions;
  5. Supervises the management and control of agency’s payables, receivables, cash or other assets (including investments) associated with operating contracts, insurance administration and oil internal and external operations;
  6. Authorizes expenditures/purchase orders in compliance with Board Policies;
  7. Anticipates Board’s, staff’s and residents needs and responds by making executive level decisions where appropriate to improve operations and services;
  8. Initiates the writing of proposals and grants; and
  9. Assists with union negotiations with the designated agent appointed by the Housing Authority and the Board of Directors in the union negotiation with HA employees by providing any and all relevant information concerning benefits of the employees and a comparable analysis of benefits and wages received by other municipal employees and other Housing Authority employees.

C. Directs and coordinates activities of personnel engaged in carrying out agency objectives.

  1. Designs, implements and administers all agency functions and sub functions so as to meet (or exceed) agency PHAS goals;
  2. Reviews, maintains and implements all appropriate agency personnel  policies and procedures;
  3. Establishes goals and objectives for all personnel;
  4. Compiles operating budget for Board review and approval;
  5. Reviews/approves and implements regulations and notices from governmental and regulatory agencies and responds to such in (written) timely manner;
  6. Reviews/approves workload, schedules, personnel assignments, status of on-going work, projects and available personnel for work assignments in order to plan agency activities;
  7. Assigns/approves specific duties to personnel and special projects, considering individual knowledge and experience;
  8. Reviews/approves reports, papers and other records prepared by personnel for clarity, completeness, accuracy and conformance with agency policies;
  9. Coordinates work activities of administration with maintenance to prevent delays in actions required or to improve services to residents;
  10. Plans and conducts or arranges for orientation and training of personnel, subject to prior Board approval;
  11. Approves leave requests, commendations and disciplinary actions;
  12. Maintains a high degree of personal flexibility and capability to address multi-tasks and assignments of agency;
  13. Assures confidentiality of personnel information, processes and data which could be damaging if not properly safeguarded;
  14. Maintains purchasing and inventory control of supplies and equipment;
  15. Establishes ceiling rents in conjunction with market surveys and establishes fair market rent ; and
  16. Responding and dispatching maintenance personnel during emergency disasters and after hour emergencies.

 

II. SECONDARY POSITION TASKS

A. Perform policy directives as assigned by the Board of Commissioners.
B The position requires:

  1. Considerable knowledge of the principles, theory and methods of executive level management;
  2. Ability to establish and maintain effective working relationships with staff members, community leaders and regulatory agency administrators;
  3. Ability to prepare and issue clear and concise instructions, either verbally or in written form;
  4. Ability to research and gather essential data relating to housing management/maintenance issues;
  5. Working knowledge of governmental regulations; and
  6. Must have the ability to be on-call 24 hours a day, seven days a week including holidays. 

 

III.  GENERAL SPECIFIC REQUIREMENTS OF THE EXECUTIVE DIRECTOR

  1. The “Executive Director is required to specifically manage the affairs of the elderly housing projects all Section 8 Housing and Vouchers, and 13 units of scattered site housing units in the Town.
  2. The Executive Director will be required to submit monthly activity reports to the Commissioners, giving all employee issues, giving any and all tenant issues or matters which are relevant and should be addressed by the Board and not the Executive Director and report to the Board of Commissioners any and all time that the Executive Director will be spending at seminars and education of classes, attendance at any and all conferences, seminars and classes must be approved by the Board of Commissioners.
  3. The Executive Director is further specifically required, along with providing leadership and management for the Housing Authority, to act as the Affordable Housing Monitor and attempt to expand that program and other programs which will allow the  Housing Authority to address the needs of the elderly, handicapped and low income parties who require housing assistance.
